MSV approves training providers to deliver training in accordance with the Victorian Recreational Boat Operator Standards.

People who successfully complete an approved training course may apply for a Victorian Recreational Boat Operator Licence without the need for further testing. Licences are obtained from VicRoads (fees apply). Personal Watercraft (PWC) endorsement to a Power Boat Operator Licence may only be granted when an approved PWC course has been completed.
Certificates must be presented to VicRoads for authentication and granting of licence within 5 years of the date of issue.
About MSV approved courses and providers
Whilst it is not mandatory to attend an approved training course to learn about boating safety, only courses or certificates approved by Marine Safety Victoria will exempt a licence applicant from sitting the boat operator licence test at VicRoads.
A provider of MSV approved Recreational Boat Operator training must be a Registered Training Organisation, that is, a TAFE or private training provider registered with a State/Territory training authority and MSV. Any person or organisation not listed on the MSV website who claims to provide Victorian Boat Operator licences or training to provide a licence is doing so under false pretences, and should be reported to Marine Safety Victoria.
Courses and approvals are periodically reviewed therefore the list of approved courses, certificates and training providers is subject to change at any time.
Please note: To maintain training standards, MSV approved training providers are unable to deliver training in your home.

Victorian Recreational Boat Operator Training Standards
All currently approved training courses meet the requirements of the 'Marine Safety Victoria - Victorian Recreational Boat Operator Training Standards.' These standards are prescriptive as to the requirements for course submission, and the competencies that are to be achieved in the provision of the course. The document also summarises other requirements that will need to be met for a training provider to attain Marine Safety Victoria approval for a particular training course.
